There is no reason why the Government should direct any division of deposits between the various banks so long as the balances permissible in respect of any one bank are not exceeded.

The instructions in the last two paragraphs of the extracts from the Secretary of State's despatch No.100 of 20th October, 1880, do not approve of the depositing of surplus balances in the local banks but direct that the proper course is to place the surplus in a Government safe, etc.
